Tuesday, December 12, 2006
Meeting convened at 6:00 p.m.

The minutes from the November 15, 2006 meeting was approved.
The board members reviewed and signed all documents relating to the FY 2007 Tax Recap. Information to be presented at the Classification Hearing to immediately follow this meeting was discussed also.
The board reviewed and signed the contract with Vision Appraisal Technology. This contract will be delivered back to Vision for final signatures. A Vision representative will be in Wednesday, December 13, 2006 to extract the database for conversion. On the CLT docket, a Letter of Clarification for the Oracle License was signed.
The Assessors review and approved 37-22a Veteran exemptions, 5-22E Veteran exemptions, 1- 22A Veteran exemption, 1-42 Statutory exemption, 3- Blind exemptions and 5-41C Elderly exemptions. The Board denied 3- 41C- Elderly exemptions due to not meeting the income requirements. The Board also denied one 61B Chapterland application based on late filing and one supplemental real estate tax abatement. Two personal property accounts that should have been deleted from the database were abated in full.
Motor Vehicle and Trailer Excise Commitment #6 was sign in the amount of $16,657.57. Excise abatements in the amount of $1,942.20 were also approved. One Motor Vehicle and Trailer excise was denied based on too low to abate according to MGL Ch 60A § 1.
The board reviewed 3 properties that revised assessments will be prepared and processed. Two properties involved major additions that were not entered until after the legal file was finalized. The third one involves a property that was in Chapter 61B that should not have received the 61B benefit.
All other correspondence since the last meeting was reviewed.
Briefly discussed was the warrant article process and what should be proposed. The board is in agreement that the Senior Exemption via local option should be updated if funding is available. Also a proposed CPA exemption deadline warrant and an article for updating the Town of Monson’s maps. These articles will be discussed again at the next meeting to finalize recommendations.
This meeting adjourned at 7:00 PM so the Board could attend and present the Classification Hearing to the Board of Selectmen who will then decide how the burden of tax will be apportioned over the different class of property.
The board reconvened at 7:35PM immediately after the Classification Hearing and adjourned at 7:36PM.
The next meeting is scheduled for December 27th, 2006 at 4:00PM.
